Is ROWE working at OPM? Why the Mystery?

I'm curious to know how the ROWE experiment is going at OPM. I've been eagerly anticipating the independent analysis of the pilot by Deloitte but still can't find it anywhere. The last I heard anything about the ROWE program at OPM was this article from Federal News Radio on October 7:
